After watching this video over 20 times :) You can see the guy had a handgun in his pocket and you can hear him threaten the police. Why and who was video recording the citizens of Hagerstown. Is this video real ? Are they real cops ? Why did the video stop ? Was this one of those low budget movie productions ? I have to watch it again .

So the guy actively resists arrest by not putting his hands behind his back and is taken to the ground and cuffed. Nowhere close to brutality.
