It's called American History X 2 - Derek's revenge and it has the same actors as in 1 so I'm pretty shure it's the sequal.

In the sequel Derriks becomes a skinhead again because his little brother was murdered by a black man. He first cuts open a black guy (friend of the murderer of his little brother) after he cutted of each of his fingers and then he slaughters him from the inside. Then he does the curb stomp scene again to a other friend of the murderer and then he goes to jail. That was his ultimate plan, because now he is in the same jail as the murderer!!!!
