Actually the palms in the Lake District can be a bit misleading. The climate is mild, no doubt, but nowhere near subtropical status. Most plants grown there (but not all) are hardy in western Oregon and Washington. The difference is cultural - the Swiss-Italian community has chosen to exploit its climate over the generations, while Northwesterners tend to appreciate the cool temperate look of our native vegetation a lot more.
