The streets used in the video are low volume, low speed which makes biking relatively easy. Where conditions aren't so good, the Safe Routes to School program helps develop solutions. Fx Co has almost totally ignored the program, and millions in funding for bike lanes and sidewalks.
If conditions are bad then kids can take the bus or walk. There are probably very few children who need to be driven to school.
Yes, people do ride in the rain and cold if properly equipped.
If you explain about the neighborhood that Wolftrap serves this would make more sense. I'm local so I can put this in some sort of context but my kids went to a number of schools where it just would not have been safe and there are lots of others where this exact idea would be totally impractical. When you complain about cars dropping kids off consider kids unable to ride for physical reasons, the youngest children in school, those insecure re: riding, etc. PS How about winter? They ride bikes??
