    For the record, our water, like all water users' water, is legally owned and operated under State law. We are not pursuing or buying water rights and have not for more than 20 years.

    We also participate in both the Upper Arkansas Voluntary and Pueblo Flow Management programs.

    Finally, Arkansas River flows are not at record lows. Current flow forecasts show 90-110% of average. Moreover, our withdrawals are only about 5.4% of the Arkansas River's flows.
