English follows Japanese.

東京都小金井市にあるNiCT(独立行政法人情報通信研究機構)の時計での「うるう秒」の調整の瞬間。8:59:60の文字が見にくいのですが、高画質で表示すると、多少はましなようです。

NiCT (National Institute of Information and Communications Technology) located in Koganei city, Tokyo has a clock that is used for Japan standard time. On January 1st of 2009, as we needed to adjust the standard time because of the lead second, the NiCT's clock displayed "8:59:60". Better to see this with High resolution mode.

More than 100 people gathered in front of the clock just to see this. I was one of them ;-)...

I must admit the video available on Nicovideo (http://www.nicovideo.jp/watch/sm5724314) is much better than mine.
