When did her abnormal movements start? Did she ever walk normally? Does she always seem aware or conscious? Are these movements the only 'odd' thing she does? What does she act like (besides the abnormal walking/movements) when you feed her or when you play with her? Thanks and I hope I can help.

As a disclaimer I am still a Veterinary Student (not a licensed vet yet) and for an official diagnosis you should take Weebles/Penny to a Vet to be examined and perhaps some test run. You are right that she has Cerebellar Ataxia, but that is just a sign (like limping) not really a condition or disease. But from what I can tell from the video and descriptions I may know what she has but I'd like to ask some more about her to be more sure.

Update! Penny is a boy, but his name is still Penny, as he is so darn lucky. He is slowly litter training and happier than ever. The vet we have trusted for 20 years has fallen so in love with him that all services are free. There are good people out there.

I have Weebles (now Penny Weebles)! She is just lovely, settling in great. She is learning already, so with commitment and love, she will be able to function almost as usual. Minus her silly walk of course. Everyone who has met her has fallen in love. Thank you everyone who cared as much as I did.

Hi there,
my offer still stands to drive her to PEI on Oct 9th from NS
please let me know asap so i can make arrangements to deliver her.

Hey. A friend of mine sent you an email yesterday inquiring if you had a home for Weebles. I told her that I would take her in. So we just have to come up with a plan for getting her to PEI. I see that there are people already willing to take her here, but just incase we are prepared to go get her.

Lovely of you to put together this video! Hopefully someone that can steps up...
is it possible this cat is missing an ear drum? I had a friend when I was a teenager who had a cat with this condition. If you held on to cat's tail, it would be able to find its center of balance and walk.

Really anything is possible. Weebles has never been to the vet, so there isn't an official diagnosis. Where she is currently living the people don't have the means to look after a high needs cat.
