衛奕信爵士當年實為黃雀行動幕後主腦, 安排學運領袖柴玲吾爾開希李錄等人潛逃, 由北京運往廣東, 由大亞灣乘大飛往馬料水, 並派特使聯絡法國總統密特朗說服對方收留, 後經香港順利抵達法國

@stepchoi It was not until 1991 that the British building company started building new airport and could have finished it in time for the handover cos they feared that China would stop building HK airport if not finished in time.
It did not finish in time, however Chinese government gave an additional one year's grace to finish it, It was finished in time.
