Im lvl34 and i still havnt encountered one. All i get is blood and frost

i do not know why but i have never seen any elder one. Though, i have hunted many random blood dragons so far. Besides, i have become the leader of DB, Thieves guild, College of mages and the companions. currently at level 28 and still no elder dragon. Why not?
