Nice presentation. The Lokpal bill saw some civil society intervention. The consequences are quite well-known. While everyone will agree that the "people" are supreme in a democracy, it seems more of a joke in India. Besides even for well-meaning people, it is not clear how more than a 1000000000 people are to be involved coherently. The city-state of Singapore spends more than India on science. some of the undemocratic institutions of this country are the scientific institutions.
