No you can't. You can only get companions which is the same in every other Fallout game. Unless you use a mod.

We don't know his relation to Cesar's Legion, just because he has a brother in the Legion doesn't make him the leader's brother. The name may add credence, but it's unlikely and possibly an assumed name. Also Twig made it out of the vault because everyone else forced him to leave.

They do, Arizona is the main Legion territory. Raul talks about it, pretty calm for what it is, and since it's based slightly off ancient Rome then there are regular citizens that own property and slaves, but aren't part of the army.

Dont think there IS such thing as "citizens" on legion territory, tho they DO have traders. Still i think they'd get killed if it was found out they're drunks

The makers of the series have stated that he isn't a legionaire, and that he's just a slaver that uses Legion tactics. We know that he's bought slaves from them, and that he likely is based in Legion territory, but that doesn't mean he's part of the Legion. It means he's likely a citizen in their territory.

it IS mentioned that he works for the legion, and only legionaires work for legion

Then obviously the guy isn't a legionaire. He's just a slaver that uses Legion tactics.

Legionairies don't drink alcohol, the punishment for that is death, and that guy drinks vodka or something!
