This sort of stuff still goes on, there was a guy a couple of years back who essentially took stuff from artists on sites like Deviant Art and Sheezy Art and sold prints of them on his own websites, and today it still continues with people google-searching stuff and posting it on their own on sites like facebook and DA with little watermarks and copyright tags and trying to pass it off as their own. Ergh. Nothing changes.
