@lilsm555 I know your comment was a year ago but there was a comic book made called the boys.It a group put together just for that thing.Super powered ppl having to answer for and be punished by thier acts.Like a super villian will have 40 ppl hostage and over 100 killed in the after math of thier fight lol.
