The cops are picking out individuals from amongst the protesters. Those American cops were probably easy to spot whereas the Canadian cops are a bunch of freaks and look just like everyday Canadians.

@quaxk You said that agents provocateurs are used to justify a larger budget for the police. That is as unrealistic as the FDNY staging 9/11 in order to increase their budget. States seem to have unlimited budget when it comes to saving banks, arming thugs to beat up the people or killing brown people who sit on "our resources". It would be dangerously stupid for the ruling elite to cut the budget of the police: You don't want to anger those who protect you. Did I rant out again ?
