@qsxxsq2 Otacon designed REX. Not Granin.
I don't think those pictures of REX on Granin's documents weren't meant to be taken literally... or do you think Granin has a taste in Japanese style mechs (he has ZOE statues in his office)?
Besides, an idea is only an idea until it's turned into a reality. Even if Granin designed REX, REX was never created until 2005. Before that, there have been many versions of Metal Gear.

@JohnKiller118 Technically REX was the first Metal Gear, but it never got very far in construction under Granin's supervision, thanks to Volgin.
