You have to hope that if it is necessary for people to be near this, they have full masks to wear. I no I have watch grain ships unloding and the people nearby had no masks, which has to be wrong?
Yes, cement can be a mess especially if there is high wind. But there are ways to combat this with new systems that sprinkle water vapor around the hold. These systems are used successfully in California USA. On the plus side, cement dust is pretty safe compared to most industrial pollutants.
