"With respect to the letter in question, again, that was way before any question of any fact-finding mission, and the letter concerned the very particular issue about the legality of the use of force, what we call as international lawyers the jus ad bellum, whereas this mandate is the human rights and international humanitarian law, the jus in bello, which are very different legal questions."
