Biggie, based on the "facts," was the victim of a plot orchestrated by Suge Knight, but LAPD was not involved. Suge's WC muscle, a guy known as Poochie, was the trigger man. Read the book Murder Rap, it will clear up a lot of public misperceptions.

Puffy, in some opinions, is the man responsible for having one of the greatest poets / artists of our time murdered.
