cameras low light performance depends upon the sensitivity of the sensor and the post processing of the information coming from the sensor to reduce noise. This is all helped by the lens itself. The more light the lens can gather (by having a larger diameter lens) the more this helps with the other issues. The number on the front of the lens to look for is the f #. In this case it says 1:2.8 The 2.8 is the widest aperture and a smaller number is better. f2.8 is quite good though. F1.8 better.

The wide angle of 6.1mm isn't going to vary too much between cameras and therefore the x factor is relevant. Beware of the digital zoom though. The digital zoom works by eating into the effective resolution of the sensor chip and therefore quality suffers. If an HD camera is bought you may be able to venture into the digital zoom range without being any worse off than a camera that is non HD due to the increased resolution of the chip.

The speaker is half right when he ssays that the X factor isn't important. He is partially right in saying that it is the focal length of the lens in mm that is important. The confusion arises because the focal length is only relevant when you know the physical size if the sensor used to collect the image and this info isn't always available easily. I would say that the x factor is an important INDICATION of the zoom power and a 30x would be better for sure than the 10x shown here.

@acrab3098 You have obviously never been to court, You can't use software to alter evidence.

I mean you no disrespect but u can always use software to block the audio but i remember many occasions in which having the audio recorded was the reason that my ass is still in place where it should be
