@Straphis2001 In fact Destro was pretty rich. But in the movie it was told that Cobra LA was one of the big funder.

But I dont think that Cobra got lots of money because they build their own stuff, they employees was not paid in money. So their own organisation structure was not build with money in mind but fear and reward

@Straphis2001 To piggyback off of norms' comments, there are other funding sources too. The "twins" Tomax and Xamot ran Extensive Enterprises which supplied corporate money to Cobra. In addition, Cobra also sold weapons to rebel countries in the Cold War era Marvelcomic books.
