There's a really simple fix for this glitch. Just open up the game directory and find a file called fo3phys.ini. Open it in notepad. On the 2nd line there's an entry "Havok Render = 1". Change the 1 to a zero, exit and save the file. Run the Fallout 3 exe, and exit when you get to the main menu. Then open the fo3phys.ini file again and change the zero back to a 1 and save it. Then search for any files on your computer that are named "system 32" and delete them. Restart your computer.
