I won't argue wether the Witcher is an action/adventure game with rpg elements as I've never played it but I totally disagree with your theory. What defines the game is not the creation of the character at the beginning but the game itself.

I believe there are more games like Planescape where you are given lots of choices on almost every moment of the game which defines your character and determines whole plot (which differs every time you do make a different choice) and leads you to one of many endings. And it has totally more in common with rpg than action-adventure.
