Of course the only reason this market was unregulated was the the people in charge of regulating didn't do theuir jobs... because they don't believe in regulation. Typical republican OAD (Occupy And Disable) approach to regulation. Go long enough without strong regulation and all markets of all kinds are dominated by fraud and looting.
I look to consumers to inform themselves and the regulatory body to do their job for perfection isn't possible when dealing with humanity.
Since we are in competition with government business entities you really can't say we have a well regulated free market at this time in healthcare, housing, energy, education, agriculture, food processing and so many other economic activities.
