I would go with Gretchen Mol who just so happened costarred with Christian Bale in 3:10 to Yuma briefly (because it more like a cameo) as his spouse because they had good chemistry, which is really important because Katie Holmes didn't have that going on and that's why people refer to her as the weak link of Batman Begins. That's why they recast that particular character with Maggie Gyllenhaal who blended in with the all-star cast so well because she's typically from independent films.
Angelina Jolie and Rosario Dawson may look the part, but they would overact because they are more Hollywood eye candy than independent films actresses although they do have there moments.
As I said in another post I would rather see Janice Porter instead of any of the women in tights in the Batman mythos and goes for Catwoman too. However, it would be a better move on the box office front to introduce Catwoman, or The Riddler, or both if they want to continue making further sequels. That doesn't mean you have to make it campier like the Halle Berry one for instance because Catwoman could work as a dedicated thief/vigilantly that scratches people up and isn't afraid to kill when pushed.
Her Selina Kyle identity could be a society type that uses her stolen money to give back to the city funding Leslie Tompkins homeless shelters, and she could pull strings to help Janice Porter win the ticket as Gotham City's DA the way Bruce Wayne did with Harvey Dent. Also Lucius Fox could secretly aid her mission the way Morgan Freeman's character took Hilary Swank's character under his wing in Million Dollar Baby. That doesn't mean she has a Catwoman mobile, or anything cheesy like that just give some gadgets of her own (like a advanced whip and claws) to make stealing a little bit easier and Fox would allow it because she's Gotham's Robin Hood.
Lastly, to explain her superhuman fighting skills Team Nolan could explain that she was trained by ex-boxer Ted Grant (Wildcat in the comics) the same way Bruce Wayne completed his training under the Liam Neeson character and perhaps Batman, or Bruce Wayne completes her training as she begins to stalk him and study his fighting method. It wouldn't work to make her an absolute like the Joker because her alter ego has made such an impression in Batman lore.

I don't know who this woman is either; however that could be a good thing in Hollywood now. The aforementioned i.e. Angelina Jolie is just too predictable, for she's already Catwoman night and day. I rather see an actress protray and be referenced as "The Cat" (the advanced cat burgular). Rather than the exhausted Catwoman/Selina Kyle character. Lets just keep this realistic approach rolling.
And the only other villianess who should feat. in this Batman saga is Dr. Harleen Quinzell (not Harley Quinn) and that's it. Poison Ivy just seems to fictional unless her character remains as Ivy the zealously derranged environmental activist. I rather see another lessor known villian get noticed ala B.Begins; while the notables clue their way through the movie.
