This game is only under rated because the reviewers are fucking n00b ass pussies. The main thing they all have in common is that the game is "hard"
I'll have to admit it is challenging but the last previous Silent Storm games where too but Nival kicked the realism up a bit for Hammer and Sickle.
The AIs have improved and the physics are a little more believable; aka raiders can't take 5 shots to the head and would walk out like nothing had happen.
Just play the last 2 Silent Storm games first

Hell to the fucking yeah this game is hard to find for free but just go ahead and buy it since you can get it as cheap as $3 on Amazon but it's fucking worth it. Best Silent Storm so far

This is a severly underrated game. I bought it nearly 5 years ago and to this day I'm still finding new endings
