What he means is nothing you see is pre-rendered, meaning the games engine is capable of creating this amount of graphical detail during play.

If a cut-scene is pre-rendered, it means they made that seperately and it's not the actual game making it.

it means the console isn't actually running it like the original killzone 2 footage and the when a cut scene in a game looks amazing, and different from the game played, its basically just like watching a pixar movie.
