Yeah, the whole point of the song is the contrast between the upbeat music and the disturbing situation that the lyrics describe. That along with the irony of going through all that and ignoring it in favor of the fan letter to Oasis and the tickets you have to go see Blur in October makes the song interesting.
People were really upset with this song?

You know, if someone who had never heard the actual song listened to this, they'd be horribly shocked... everyone laughing hysterically when she says she was raped and Melissa Mahoney was molested.
