The purpose is to lead the sheep in the right direction, without a handler the dog doens't know where to lead them. The won't kill the sheep, they just 'eye' them in the good direction...
Pretty impressive for a dog at his age, in belgium we're only allowed to go in a club an train herding when they're one year old. But a lot of people practice some things already at home ;)
