wtf.. wow, you measured a 20mV change in a rechargeable battery with back EMF and who knows what else in the circuit? So what? you charged up a cap and discharged back into the battery. Who cares about the voltage.
You should have ran it for days, or measured current. I guarantee the resting current of the battery was lower then start, hell heating can explain this. It would definately discharge the battery if you ran for hours.

The real test is a load test. I have had back EMF raise primary voltage to way over starting voltage on primary but when it came to resting it would then drop to lower than starting voltage. I would be very interested to know at what duration you can do this..... and what resting voltage would be after word.

Sir, I have a humble request. I am obviously an advocate of free energy devices, or I would not be researching them. If you have something, to save God's planet, please show us in such a clear fashion to be fullproof, by removing all other items from the work surface and doing an extended duration test.

Thanks for the vid. Please can you tell me what happens in the long term though. The reason I ask is because I made a little Bedini window motor charging back into the primary and was amazed that it sustained 12.26 volts for about 30m mins whilst giving high RPM but after about 40 mins the voltage started to fall. I want to run more tests with conditined batteries and better calibration next.

i see where your going with this...
I've just tried it with my bedini fan setup adding a diode on the positive lead coming from the pri battery and it's just shorting out the back emf...
Their must be something else going on...
Can you post a video about your setup inside the PSU?
