1) He was trying to say a very mean thing in the nicest way possible.
2) He answered the question perfectly.
He said that she's selling a book and that they have different political philosophies therefore he does not look to her for advisement.
This means that she is trying to gain media attention for her book by saying ridiculous things. Further, in light of her political stance and desire for media attention, he doesn't think she qualifies to determine how his administration is doing.

Thus billions of dollars have been handed-out in “loans” and “grants” to Green recipient, typically personal friends and people who are working for his re-election.
