lol, China finds such retarded excuses for its imperialism. Yes, Tibet is somewhat third world in some regions. But that is Tibet's problem (and its not as if China is 100% modern either), and it should be solved by Tibetans, who can solve their country's problems best, rather than a foreign invader (China).

You are right. The CD featuring that song was made for Rinpoche's homecoming in 2005 but the images come from another festival.
