@nickeloden891 Good question, they probably didn't give permission to use their music in the game. Or maybe the makers of the game wanted to introduce even more new music to people?
I always listen to different radio stations (including Radio X) while playing GTA: San Andreas on my computer, fucking fantastic music. I've even done my own custom radio with narrations and more obscure music.

Can someone please explain to me why Nirvana and Pearl Jam weren't included in this soundtrack? They play grunge on this station, so why weren't those two bands on here? I'm really surprised that Nirvana wasn't in here, considering they brought grunge/alternative to the mainstream in the early '90s.
