  • @ExteelPhantom Through out the city, they have added npc characters walking around, they look like they are in various costumes, vampires, mummies, elvira looking, or ghost,, its random just fly around the cities and you will run into them. When i was doing it, they were everywhere, just hit the back streets and you will find them walking around, and they will say trick or treat. Hope this helps.
