@1037lex no, not always. Minor can be happy sometimes. Like for example, the jew song "ha va nagilah ha va" is in minor but it is happy. Also not every song is easy to classify as happy and sad.

how can you decide this is C# minor rather than E major ?
or what difference it would make if it was in E major?
(please dont say sth like " it sounds sad thus should be minor not major")

Usually you can tell a song is in a minor key because it will start on the minor vi chord, and end on the minor vi chord. If it's major, it'll start on the major I chord and end on the major I chord. Of course, you can have songs that start one way and end another. In fact, many songs will move from one to another. But if the first chord is the minor vi, you can usually say the song "is minor"
