I actually like Rawls as a character. He seems like a bastard earlier on, until you meet the rest of the higher-ups in the Police Force. Burrell is much more politically ambitious and corrupt and Valchek is a stupid, morally bankrupt asshole. I give Rawls credit for remaining loyal and doing his job instead of taking part in all of the political backstabbing in Season 3 and 4.

the Emmys missed the whole cast, director, special effects, sound track, gaffer, water boy, valet and others. Hell, the Emmys totally missed the train at the station when it left of The Wire.

Rawls literally wanted to stick his finger up McNulty's narrow ass. Literally.

8:00 PM to 4:00 AM- That's his normal patrol hours, but Rawls wants smartass McNulty typing the report as he knows all about the Barksdale situation and Rawls now looks like a lazy dumb cop behind a desk.

Major Rawls also wanted Landsman in early (6:00AM or so) to read the report and see if there's any gaps, mistakes, or otherwise. Anything that would make Rawls and the Homicide Squad look like stupid idiots: his punishment for not keeping McNulty under control.

I think (even though Rawls was bitter) it's because McNulty is heavily dysfunctional and a person you don't to be partnered with. Rawls at least remained loyal to his job.

I love McNulty, but for some reason I love the scenes when McNulty gets yelled at, especially by Rawls - it's just so amusing to see them yell.
