This video was just for fun and has no real instructional value at all. :) I painted this head for a friend and just taped the whole thing. I sped this up to about 17x speed. The original faceup took about 3 hours over the course of the day, I think?

It's a doll. They're asian ball-jointed dolls and they're highly customizable from eyes to feet. She's handling a head so she can (obviously) give it a paint job, also known as face-up because not only are the lips and eyelids being done, the eyebrows and eyelashes also. I don't know how you stumbled onto this video without knowing what this is.

It's a Luts Delf El Elf from the second release.
You can do a faceup using watercolor pencils, but your results will not be as good as if you use paint. Pencils are really more for beginners than a finished product.
