Regeneration of town centres / Adfywio canol trefi

Strong Ministerial leadership within the Welsh Government and revised planning policy is needed to regenerate some of Wales's flagging town centres, according to a report from a National Assembly for Wales committee.

The report from the Enterprise and Business Committee found that a clearer national lead is needed to tackle the numerous challenges facing Welsh high streets and that all policy, planning and financial levers should be better coordinated to encourage sustainable and diverse growth of town centres

It also highlights the need for town centres to be championed at local level across Wales, including better public and private sector partnership-working to ensure the agenda is driven forward cohesively.

During its inquiry, the Committee heard evidence of wide-ranging challenges facing town centres, including competition from out-of-town retail and office developments, rising business rates and town-centre car-parking charges.

It recommends that the Welsh Government's independent panel on business rates should consider changes in legislation and in the application of discretionary powers, with the aim of improving the mix and quality of the retail offer in town centres.

Yn ôl adroddiad y Pwyllgor Menter a Busnes mae angen arweinyddiaeth genedlaethol amlycach i fynd i'r afael â'r heriau niferus sy'n wynebu ein prif strydoedd yng Nghymru ac y dylid cydlynu pob adnodd polisi, cynllunio ac ariannol sydd ar gael yn well er mwyn annog twf cynaliadwy ac amrywiol yng nghanol trefi Cymru.

Mae hefyd yn pwysleisio'r angen i hyrwyddo canol trefi ar lefel leol ledled Cymru, gan gynnwys rhagor o weithio mewn partneriaeth rhwng y sector preifat a'r sector cyhoeddus i sicrhau bod pob ymdrech yn cael eu cydlynu'n gryf.

Yn ystod ei ymchwiliad, clywodd y Pwyllgor dystiolaeth am yr heriau anodd ac amrywiol sy'n wynebu canol trefi, gan gynnwys tystiolaeth am y gystadleuaeth gan ddatblygiadau manwerthu a swyddfeydd ar gyrion y trefi, ardrethi busnes yn codi a chostau uchel parcio yng nghanol y trefi.

Mae'r pwyllgor yn argymell y dylai panel annibynnol Llywodraeth Cymru ar ardrethi busnes ystyried newidiadau i ddeddfwriaeth ac wrth ddefnyddio pwerau disgresiwn, fel eu bod yn cyrraedd y nod o wella amrywiaeth y siopau sydd yng nghanol trefi, a'u hansawdd.
