so this is a free fully functionaly sim that i can have people tp 2 and so on? because if it is i need this program lol i dnt want to pay 200usd a month

Sure it is functional - and if it is running on a public server then you can give people a URI and they can log in. The 40-region model was running during the ESRI International User Conference in 2008 and we had three workstations on the show floor from which people of all ages were logging in and zipping around Berkeley)
