the only possible way a pressure release valve could not work would be a buildup of calcium and minerals. what say ye all?

I call BS on debris being stuck in the t&p pipe. If the t&p was functioning correctly it goes of at 150 psi. That pressure will clear any " debris" out of a 3/4 pipe. Unless its cement.

Thanks alot. Because of my forensic training and work, the fire department let me behind the fence to take photos and look around.
