Not even the WSO. Most likely, this is an incentive ride, given to a ground crew member for a reward for competition or outstanding job peformance. Also given to celebs, reporters, and other famous people for various reasons.

@tenacious645 Nope. The USMC uses the f-18, av-88(harrier) and the a-6, that quail lookin bomber type deal. f-15 is all air force. and btw for the discussion of the altitude i think the top altitude for most fighter jets if not all planes is like 40-50,000

This is hardy the outer atmosphere, they usually climb to 15-18000ft when they do this.
