@LLE08071635 I get what you mean. I played rugby for a long time and even our worst enemy team was kind of always nice to us and you could sit together and drink a beer or two. But still, it's a part of football culture to fight against opposing fans. I mean, hooligans are ok, as long as they fight each other and noone is seriously injured. People that kick or beat other people lying on the ground are no real hooligans.
