Hans Blix said on January 27, 2003, that Iraq was failing to FULLY comply as required by UN 1441. By March 2003, UN inspector Hans Blix advised the UNSC that while Iraq's cooperation was "active", it was not "unconditional" and not "immediate", meaning that Iraq was in material breach(aka: violation).
That said, Hans Blix has right to his opinion but Iraq was in material breach of 1441, it's already too late.

@SimplyBen84 Yeah, like how America helped Iceland during their financial collapse. OH WAIT THEY DIDN'T! Why is that? Even though Finland has an airbase that is VERY valuable to the US, and was in the utterly ridiculous Coalition of the Willing. Yeah, real nice work there, America.

No actually it isn't ignorant. You obviously haven't studied the United States history of foreign interventions since the end of WWII. I recommend the book "Killing Hope." The United States has a long track record of destroying self determination, freedom, and democracy, not spreading it. Some examples are Iran, Guatemala, Nicaragua, El Salvador, Venezuela, Honduras, Iraq, Afghanistan, Pakistan, etc. The only freedom the USA spreads is freedom for its ravenous corporations to pillage.

America's economic blockade of Iraq, the so-called sanctions, were responsible for far more deaths than all the acts of terrorists in the past 100 yrs. Our benevolent govt. dropped 90,000 tons of bombs on this relatively small country during the tenure of Bush, Sr. We knocked out the water works, electrical grids, and bridges. We even forbade the importation of chlorine into the embattled country resulting in massive outbreaks of cholera because the people now lacked the means to sanitize water.
