SA's wonderful road structure

This is (was) the main route between the towns of Lichtenburg and Koster in the Northwest province of South Africa.
The road has been in this state for over 3 years now. Due to tender fraud (the norm in SA government) the contractor that was awarded the upgrading contract is no more! The work was started 3 years ago and after the contractor and his buddies in government vanished, everything has been halted.
In the "Old South Africa" (pre 1994), this just did not happen. The roads maintenance was done by an appointed government department and not private contractors!
