It wouldn't hurt to learn how to have sex in ways that do not transmit disease....ANY disease... That's what Gay and bisexual White men have done, for the most part. That's why their infection numbers have dropped.... not because of "programs". INDIVIDUALS figured out how to save themselves from the epidemic. Plus, lot of older white Gays withdrew from the Gay world, at the start of the epidemic, and have lived lonely lives. But they are disease free. Choices....

Get tested and then what? Where is the incentive to get people tested?! The society doesn't like hiv poz people, why would anyone want to know if they are one? what a weak message.
