HAARP Activity?

So, I saw this weird "cloud" near Colorado Springs, Colorado. I've never seen anything like this before...that's why I decided to film it. I don't think I'm completely convinced on the HAARP conspiracies but the evidence seems to be mouting up. When I reviewed this video on my computer I noticied a flash in the sky around :29 seconds. What do you think?

I've seen sundogs and halos around the sun before due to the scattering of light from high clouds. But this seems to be focused on this one "cloud."

This is a sundog on a lower cloud, that's why it seems isolated from the rest. That flash was a reflection off your camera lens by something that must have passed by.

Is this oil in the sky?  It reminds me of gasoline in a puddle, it makes colors of a rainbow.
