British Prime Minister Gordon Brown added another opt-out to the long list of UK exceptions. This time, he opted out of the champagne that EU leaders were drinking in the middle of the night to celebrate their agreement on the new treaty to reform the European Union, the Lisbon Treaty.

The Labour party won't allow a referendum on the Lisbon Treaty because they no full well the British public will reject it. But then that's E.U.
