Does it needs a new Video Card or a lot of Gigabytes from the Hard Disc in order to play Split/Second in Very High Settings?

Thanx for the vid. SMH @ capped 30 fps. Thats possibily the stupidiest thing I have heard a dev do especially for a pc game.

1680*1050 res. but when I also play with 1920*1080 nothing changes because of FPS cap.
I think this game is a console port. So thats why the game has capped FPS.
