i am probably wrong but if you think about it each state is its own country. and america is just a conglomeration of states that CHOSE to come together, when this big goverment started, it started after the civil war. the goverment did not let the states do what they wanted and there we go, the Civil War wasnt fought over slavery as history books would say but over State's Right's a forieng concept almost since that time as we see today in Arizona. What gives the goverment the right to sue AZ?
