You'll notice that YES, Barack doesn't discount Joe will pay more, in fact he pulls a shell game on him. He mentions that while Joe had to work VERY HARD to get to his dream, had Barack been in office with his current Tax Plan, Joe wouldn't have had to work so hard to get there, because he would have saved more, and achieved his dream quicker.
