I have no doubt that these folks are experiencing something, but it seems to be limited to white folks. Any record of this ever happening to black folks or Asians?

They do have this technology. It's called cellphone GPS tracking, and they can technically monitor any person without a warrant at any time they want. However, they have little reason to track the average person and thus do not do so. They also do not have the funding/manpower to do it.
So don't worry.

Ask yourselves this question: If the U.S. Government had some type of tracking technology that they could secretly use against every citizen, person, without their knowledge, and no way to combat it, WOULD THEY USE IT? This question is for the skeptics too.. Regardless of if you believe this is real or not, I think we all know the answer to this hypothetical question. We all know they DEFINITELY would.

what reason would there be to start carting people away to FEMA camps than " you have an incurable disease, come with us and we'll keep the infection secure and away from general population"?
